Can't obtain a key ingredient

I'm making a product that I want to sell to restaurants and other hospitality establishments. One of the ingredients is instant powdered iced tea.  I've worked with both a food broker and on my own and I can't get instant iced tea powder wholesale.  The broker didn't have any luck either.  So the tea manufacturers obviously are reluctant to sell wholesale. Nestea and Lipton won't respond to my phone calls and Arizona tea outright said they don't sell wholesale. "Most farmers' markets require liability insurance while individual restaurants don't typically ask for it. Depending upon your product ingredients, the FDA may not be involved. I hope you've done market research to see the viability…"

I'm exploring the possibility of marketing an instant hot drink that doesn't require any cooking on my part.  I initially plan on selling it to restaurants (in bulk) and maybe at farmers' markets rather than retailers.  Am I still required to have liability insurance and FDA approval etc?  Thanks.See More
